Since you mentioned subSilver as the default template, I'm assuming you are using phpBB2.
If so here is a tutorial (http://www.phpbbhacks.com/forums/viewtopic.php?t=16929) I wrote a few years ago on the subject.
If you're using phpBB3, my guess is the above tutorial won't apply, but I'm not sure as I haven't hacked up a phpBB3 board.

Well, your first stop should have been the phpBB site itself, as it has tons of topics and help articles (your problem included). But I happen to know how myself so I'll tell you.
You've already half-completed the task. Any template you want to install you upload it to the templates folder (like you did), and then in the Admin Panel on your forum in the Template section click on the 'Add' link. It will list all the available templates you've uploaded and whether or not they have been installed. If they haven't been installed, just click the link that says 'Install' next to the specific template you want. :)

Thanks for your replies but this does not work for me.
After uploading to the template folder (everything is correct, i 2bl checked) i log into phpBB admin. Once in my admin area i go to the styles section and click "add". In the "add" section i get a table with: "Style Template Action" however these is nothing there, not even subSilver.
This area also give the msg: "The following list contains all the themes that are available for the templates you currently have. The items on this list have not yet been installed into the phpBB database. To install a theme, simply click the install link beside an entry."
only prob is there are no entrys

I remember several discussions on http://phpbbhacks.com with people experiencing a similar problem.
Often it was because of improperly uploading the files or corrupted files. Since you've said you double-checked, I'm assuming that's not the problem.
I'd suggest asking at http://phpbbhacks.com or searching their posts (you could be going back a few years though). If no luck, ask at http://phpbb.com
