IE and Opera ignore css height?

Hi

I'm working on an retro-macintosh site.
The layout looks like Mac OS 6.

An example page:

Constructed using div's and css

Works fine in firefox, safari, Camino, but it goes wrong in IE and Opera.
The bottom of the 'window' shows one empty pixel line.

I've been searching a lot, but I can't find the problem. Can someone please help?
