@Kevin & all:
My apologies. I was always suspicious about the authenticity of that site but unfortunately couldn't verify it anywhere. Also what led me to believe (wrongly) that it could be 'legal' was this copyright notice at the bottom:
The Perl CD Bookshelf, version 1.0, is copyright © 1999 by O'Reilly & Associates. All rights reserved.
Questions, comments, and suggestions to bookquestions@ora.com.
Thanks for the update.

nkrgupta,
You maybe are not aware that the site you linked to is pirated material and is therefore not appropriate to post on this or any other forum. The linked should be removed.

I have seen that site being linked to for many years on programming forums. I inquired with O'Reilly's legal department a while back if the materials were being used with their permission, here is their response:
Hi Kevin,
The site you reference is infringing upon O'Reilly copyrights.
If you wish to access authorized on line versions of the same material (as
well as material from other publishers), please check out
http://safari.oreilly.com/.
We appreciate your support.
