while i started this post i was wondering if there is any way to make a <td> to have a fixed bg?

CSS background properties should work on a td just as well; not completely sure about browser support though.
I tried to look at your site, but the server was out for coffee i guess; by the way, whatever's wrong with "www." addresses?

Doesn't look bad. I wouldn't have the site showing both languages at the same time though, it makes it look a little too busy.

Maybe have a line closing the areas off at the right of the page? Looks a little odd.

when designing its a good idea to take a look at your page in lower resolutions, that way it wouldnt be too wide for us poeple on 800x600's... which it is now

the page is also very slow to download, try using .jpgs rather than .pngs.

i would also keep it to one language at a time.

its a good start.

Always go with JPG's or GIF's, never png... big no no...

:)

Otherwise it is fine... but like someone said, take into consideration those with lower resolutions.

 What's the problem with pngs? the only problems can be with transparent images or old browsers; not the case here

Xphp: there are some ugly lines in the intersection of menu and contents
