Your portfolio doesn't claims that you're the best. If you want people to hire you, claim that you are better than other by making your portfolio a masterpiece. You need to impress the visitor in 30 seconds.

Well basically, its boring, dull and amateur. Being able to write semantic code doesnt mean you're a designer. My site doesnt look great but it is at least, unique and memorable. I'm not a designer and I don't pretend to be.
You're presenting yourself as a company rather than an individual - a (good) company would have dedicated designers, scripters and developers, each experts in their field, working together to create sophisticated websites for their clients. Be honest with yourself and your customers, if you're no good at design, partner up with someone who is or present yourself as what you are and focus on what you are good at. Theres plenty of work in turning designs into templates. Or coding work that doesnt require design

I actually don't think it's all that bad, certainly adequate if you're targeting small local businesses. It's clean, neat and usable, it's just nowhere near finished. Get some work on there to flesh things out then come back here.
And it's "customize" not "custimize"

Yeah, I agree with Pennimus and Nancy. It is functional and will get your name out there to get some small businesses or friends in on wanting a website. It is nice in that respect, but it is very far from professional. It does not catch the eye and make me really want to choose you as a web designer, except for the fact that your pricing is so low. So I guess I would say this is pretty good for a small business owner who doesn't wanna burn a hole in his pocket, but also does not care about having a professional site.

First off, please put some padding in your website to prevent text from sitting right up on the edge. Secondly, get rid of the flash banner. The artwork is just not professional. I would consider adding stock photography somewhere to enhance your message.
Also, the gray background color isn't working. Where you have curved corners at the top of the website with a black background against a lighter color gray it looks bad. I would consider going with a darker background with some sort of texture. Perhaps some subtle diagonal lines as a repeatable background image would be a better choice.
Overall nice font choice and the black and green work well for you.

what lithriel said. And, add some line-height (personal preference). A footer would be nice. and make the body background #2D2D2D.
Coming from me, it looks like a template. Spice up the form in the "get a quote" section. at least line up the inputs.

my say: it will need better colors and yes you need paddings. and... where is footer?

Ya, i have stopped working on it due to my lack of design skills. I'm taking nacy's advice, if I offer any services i decided it will be customizing templates, PDF to html, and re-writing sites into valid code.
