Even if I save as html and try to edit it is all weird 1 single line of unreadable text.

its is probably due to a type set or something like that as here in the UK we type english whereas (for example) in india they may type in a different language, indian.

so when they type it shows up as indian rather than have it show up as english as that would be useless.

that is my guess at the answer.
it isn`t to do with javascript

or it is the actual source code of the image it looks like compiled vb or something.

That URL returns a GIF image, not a page, so there's no source to view.

Even though the URL points to a .php file, that PHP script can output some document type other than an HTML page. In this case, it serves up an image (Content-Type: image/gif).
