PHP Application designer

Is there a such thing as a PHP application designer? Want to design an application in PHP and MYSQL that will replace my oracle database making it web based. Basically what this application does is askes for an id number or email address and looks up information about that person's dog in a oracle database. Returning info like owner name, dog name and other info. With the option of adding a new dog, deleting a dog, or updating info. Are there any tools out there that would help me create something like this, being that I am not a great programmer! Thank you

yes there are tools, they are called programmers ;)
that can easly be done but it costs $.

Well, I wasn't going to mention it, but there is such a tool.

It is called GEL and is currently under development by my humble self. It is 50% complete and will be finished by the end of December (so long as Christmas celebrations don't delay me too much ;))

It will do what you are asking, and will be free to download from my site www.soapi.com (check out the news section for some info), however I cannot tell whether or not it will be suitable.

Like I said, I wasn't going to mention it because it isn't completed yet, but if you are willing to wait up to a month then it will be there. (Oh yeah I did I mention it is free? I did? Ah well I'll mention it again, it's free ;) And OpenSource, too :))
