Well just from looking at your code you've done a lot wrong. You have no Doctype. You close your </html> tags inside of your style tags. You have no <head> tags. You have no <body> tags. Your page should look something like this

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">
<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
<title>Page Title Here</title>
<style type="text/css">
body {
background:#FFF url(http://www.quickbuddyicons.com/icon/6204.gif) 30% 20% fixed;
}
</style>
</head>

<body>
</body>
</html>

Ask yourself this question. How can you style a body tag if you don't have one?
