Looking for someone to impliment a streaming website where live chat can be seen...

Does anyone know how to do coding to allow for direct streaming video, so that the readers can use webcam or camcorder to talk in front of and the viewer can see that image/person..."So I could sit at my table and talk in front of the webcam and someone else could view....? Please reply, if this seems like something you could do.
