How to show div overtop form element

I've got a menu implementation which works fine except that it displays under form elements. Is there a way to make the div occur on top of form elements? I tried setting the z-index to 10 or 20.

internet explorer is unable to show divs over select boxes (the drop down kind) but it shouldnt be a problem with other form elements or in other browsers.......
