Change Website According to Time of Day

Is there a way to change the website template/color or to just change a part of a website according to the time of day? For example, I want to have my website automatically change to a darker color scheme during the night time and then a lighter one in the daytime. Is there a way to read the user's time and change it accordingly (in php or any other coding language)?
