Hi

I have a page that only displays and image what is the fastest way i can refresh it i would like to achieve a refresh every 1 second.

Fastest way would probably to just change the source of the image preventing a page reload.

That could eat a lot of your badnwidth - I'm curious, why do you need to refresh an image every second? The image is a static image yes?

I'm leaving the country and i want to setup a live webcam that i can view from any location, you know to keep an eye on things and DCAM uploads imgs to an ftp and my idea is to stream it by refreshing the page if someone knows of a better way or of a server that will work with apache PLEASE tell me

I haven't done things like this myself but the article seems to explain what you need to do it.
