Layout Help Please Help

Wow, I have been working on this CSS layout for days now and I just keep running into problems. I have been reading and googling like crazy and just still can't get what I need / wanted. I need an example of how to design a Fluid CSS layout like this (http://www.haloscene.com/newhs/HSLayout.jpg). I have tried and tried....I just can't get it to work in both browsers IE and FF. I will be willing to pay someone to help me. All I want is the structure / base of the site. I don't need any real styling just the structure to work so I can move on. I can also help if needed. My main goal to this is to learn how to do an advance fluid layout.

Some things to know about the layout.

Fluid Layout
Needs to work in both IE and FF at least.
