Are message boards like this one created using ServerSide JS?

I have never seen one written in Server Side JS (that does not mean there aren't any). Most are written in either Perl, ASP or PHP. PHP seems to be the most popular now days.

Not sure about help developing one, but if you want a free one that is written in PHP check out http://www.phpbb.com . It seems to be one of the favorites. If you have experience with PHP they do allow "MODS" (program changes/additions) after you pass through their testing.
