Changing properties w/o window.open

Is there a way to change a windows appearence i.e; removing the toolbar without opening a new window?

Like onLoad or during the location command or something like that?

Nope. You want to change it, you need a new window. That's there to keep hostile web sites from mucking around with the users too much.
