Where to get Escrow License?

Hello all,

I'm creating a freelance website and I would like to have an escrow account for 1 of the methods of payments. I hear that i would need an escrow license to do so. does anyone know where i can get an escrow license to do this?

Not exactly sure what that entails, but a quick web search turned up this (https://ecart.escrow.com/) site. I have no experience with this company, though they are apparently eBay's "official" escrow company.
