Web programmer needed

I want to make a website that the user can not only put
Personal profile but post audio and video etc.. I have a soft package that may be good to use -- it is written in php. I
Need some one to set up and program it for me. Is there anyone out there that want the job and if so, how much? I will pay 50% up front and 50% when the job is finish. Thank You wait for your kind reply.
