effects on bill designs??

hey all.. i'm trying to figure out how to make a design similar to the ones seen on US curency. What kind of effect should I use, or how should I just go about trying to make somebodys face look like they do on the bills?

I've tried using the graphic pen effect in photoshop, and tried combining it with other effects like the halftone pattern and film grain... but i never seem to get it looking right.

any advice?? :o

I don't know how to re-create this, but Andromeda Software (http://www.andromeda.com/main/index.php) makes plug-in filters that might do what you want. Downside = it costs money. Beware: their website needs javascript enabled so you can use the menus! :mad:
