Ok i grabbed a massive list of proxies (Like 7k+) but what im wanting to do is be able to ban them, i know i can do this with htaccess but is this really a good way of doing it, should i add it to a mysql table and check it then or just add them to the banned list as i find them or is it worth the time and lag it may cause?

any suggestions on what the best move is here?

You'll probably get your best results using .htaccess. If applicable to your situation, you can ban by blocks of IP addresses via .htaccess, which would be more efficient than writing code to query a database and ban that way.

Would the size of the banned ip list cause a lot of lag?

It shouldn't and in the MySQL case, you'd be doing a query looking to see if the user's IP is in the table which wouldn't take very long at all.
