Why not PHP? It's search engine friendly, as the engine does not see
the PHP code, but sees the output (the final HTML results).
It's so commonly used, it doesn't usually even bear mentioning.

Correct me if Im wrong but this would mean making the page into .php which is apparently something I have been asked not to do.

There is another option though ....
Look into .htaccess to have ALL pages parsed as PHP, even without
the .php extension. and/or ask your webhost or IT person about that.

Perhaps you could use PHP to recreate the static HTML page every 30 minutes (or however often you want it updated). Instead of inserting PHP into the main page, just create a PHP script that will re-write the static HTML page when a new RSS item is found. Does that make sense?
