What's this forum run on?

I would like to know if this Forum is html or php because I downloaded a forum just like this and its php can i convert it to html so it will work with my host I want to know how I can get nice forums like this one.

This forum is run on vBulletin.com, a commercial PHP script. You cannot create a message board using HTML alone- some sort of server side language such as PHP or Perl is needed.

There are numerous bulletin board related threads here so I think that you should run a search and have a look at the information contained in those threads as you will no doubt find a host for your board or a remotely hosted board.
