Force scrollbars in Netscape 6,7

Is there a way to force scrollbars to appear in Netscape 6,7 in a frameset that holds a page that is too small to scroll. I've tried everything in the Frameset except for using styles. Can you have a scrolling=yes/no/auto/true/false style??!
