Are there any settings I can change so IE or Firefox will automatically open exe files?
Or atleast do this for only trusted sources/webpages?

The computer I want to do this on has no connection, and will never have a connection to the internet, it will only have access to what I allow.

Just so you know, I'm doing this so I can more easily create CDs (Like containing music, videos, games, etc..) for my cousin, who is mentally challenged.
I want to make it as easy as possible for her.

So you want the browser to be used to open files?

Why can't you create webpages locally and they access files locally?

If you have Apache/PHP installed, you can also do PHP scripting
with your locally hosted web pages.

You could even invoke "kiosk" mode.

Get an external USB keypad for "handicapped" use, that
has a grid of large buttons. like up, down, left, right and enter ...
for navigation and selection of songs. Stash the regular keyboard
away and use only that keypad.
