I disabled javascript in ie and the menu still works ?
is it just me or is this happening for everyone else and if so how can I make a menu work like that

Are you sure that you have disabled JavaScript?Because that menu uses JavaScript and didnt work when I turned it off.
It is however possible to make dynamic menu using only CSS,so that it works regardless of the users configuration.For an example of this check CSS edge (http://www.meyerweb.com/eric/css/edge/menus/demo.html).
