Here is my coding what im trying to do is make a table over the image at the top so I can put words on it. I kinda cant make better pictures :*(

<p>I'll be working on strategies first. Since I think that is the most important to get started first. I will also be working on the tournament pages. I still need help with my pages so if you would like to please email me.</p>

Today I thought of a great thing. At least in my mind it is. Clan Of The Week. That is my idea. Every week I will pick out someone new for clan of the week. The rules for Clan Of The Week will need to be worked on. If any of you have any ideas email me Snakewithatilda@hotmail.com .

<p>I need some help with this website. And alot of it. If you are interested and have experience with making websites and need some more email me. Snakewithatilda@hotmail.com. I just will not be able to upkeep all these pages. I also need some forum moderators. Anyone who wants there website advertised as long as it's a Blizzard Game I will post it for you. I need some people to set up tournaments for each game. For Diablo type games there should be prizes for the winner second and third place. If you are interested in hosting any of the tournaments email me.(Think of this. If you do a tournament that is posted here and people see it, it will promote your clan) Anyone having items to donate email me as well. I will be making a form to fill up for anyone interested in hosting a tournament.
<p> Most of the links do not work at the moment but the more help I get from you visitors the faster the links will be fixed. I have to create each webpage by myself at the moment. And does it suck without any graphics programs see how ugly my Diablo and other tags look.
<p> The Pk and Thief list is made so that people will know who the biggest ones are. It is impossible to know every pk and thief when playing regular. It is easier to tell if you play hardcore though. I know this from experience. HARDCORE FOR LIFE!<br><br><br><br><br><br></td>

Not sure if this is entirely correct according to the W3, but try this:

or you could add it via style sheets

i think that is correct, just starting w/ style sheets :)

Yes, tables can have backgrounds. Also note that transparent images let the bgcolor of the page come through.

this is off topic but you need to fix this
the 2 <style> tags can be formed into 1
you have 3 hover pseudos when only 1 is needed, there also repeating the same information, here is the correct translation of your styles.

along with other errors you should concentrate on correct html before going any further with your project.

Taking into account that you're new at this (none of us were born with the genetic ability to write perfect HTML), i'm sorry to say that i spotted some other errors as well. Do you have your page online somewhere? That makes it easier to look over the code, you don't have to copy everything in here, and rules out the possibility of copying errors.

To stay on topic: you could envelop your table in a div element and assign a background image to that via a style; should work.

Okay, off the top:

There's code before the body element starts; this most likely won't do anything, and shouldn't be there;
the title element should be inside the head element, as do the style declarations someone already mentioned;
Down the bottom, there are some curious end tags that lead me to believe some tables, table rows and table cells aren't properly closed; this may lead to unexpected results.

I'd like to strongly advice learning to write clean, legible code. I't makes it a lot easier for yourself to see if everything is the way it should be, especially a while after you last worked on it, it helps a lot in finding errors when something's wrong and lastly makes it easier for others to understand your code and help you if you have problems or questions.
