seems fine so far, I would move the text in the frame to the right down and put a cool logo in it's place, keep working on it

It uses frames, why? You should really get up to date with standards. Frames are bad for SEO and there are certainly better ways to produce the same effect.

Where is the doctype declaration?

I agree about the usage or frames. Unless.... you are planning on running an (over)*chan site.
