Well first of all that is an ASP page not PHP so no it is not done in PHP. I assume you are referring to the scrolling text thing? That cannot be done with a serverside language like PHP or ASP. That has to be done with client side languages such as Javascript. That particular script is from our sister site www.dynamicdrive.com. You can find many such scripts there like that.
