is this a error in the code or because myphpadmin is down and cpanels

This is a code error. Does your machine have the GD library installed on it?

yeah its a dedicated server has all install.i no i wull run phpinfo see what it tells me

I don't see it in your PHP info file. You need to the GD extension to be able to use the functions. You will also have to uncomment the extension in your php.ini file.
