Hey Dan, welcome to CF! :D
First of all, are you trying to; hire someone to make a site for your here, get someone to make it for free, or get some advice on building it yourslef?
If you are talking advice then I recommend using a CMS (Content Management System such as Joomla) and then integrating some Mods that can likely be found right on the Joomla site for the inclusions you want to add to your site.
CMS's are good for newbies to cooding because they install really easily and take very little know-how. But they do require a MySQL Database & PHP.
Post more info - it never hurts to tell us more than enough!

Well, I have mySQL and have been working with various PHP Nuke utilities. Mainly, I need help modding the forum part.
I'd like to make it so users can register in the portal. But I'd like to make some custom input fields for the user. Ex: whats your favorite pet. Then the input text would be displayed along with post counts and stats.
Errr I know thats confusing. I just dont have an extensive PHP knowledge to do it all myself.

There are probably php nuke mods out there for this type of thing. Approve Membership (http://www.ulsoft.scarbridge.co.uk/) is a mod that contains what you need. You can make the fields required if neccessary.

Lol... don't feel bad... most people who do have PHP knowledge wouldn't have enough to even begin to try and code a PHP Nuke Mod anyways... people such as myself! :S
You can always start with tutorials (http://w3schools.com/php/)!
