i made a forum from phpbb and i downloaded some modifications for it from their website and i cant figure how to add them

Could you define "modifications" any further? Are we talking skins, mods, or what here? It honestly does help get your problem solved faster if you just give us more info.

well theres one that adds an imageshack toolbar to the site and another adds sub forums

Most if not all mods and add-ons are accompanied by documentation, including an installation guide; these would be the first thing to start with. If these are not available, unless you are an experienced PHP programmer and have intimate knowledge of the nuts and bolts of PHPBB, I strongly recommend chosing a better documented mod.
If however you don't understand these guides and need specific help with them, please supply links to these guides so we can look into them and indicate what you don't understand and need help with.

I really don't think you are going to be able to because it seems you are using a free forum and most mods require that you actually have ftp access to the server because you need to edit the php files that are on the server.
You are better off finding a free web host that supports php and mysql. www.zendurl.com and www.110mb.com are both free hosts that support php and mysql.
You may want to check out www.freehostia.com as well. They seem to offer the most options for free.
Once you setup your free host then download the phpbb install package from www.phpbb.com and install it (its pretty simple really, setup one database and run an install file).
Then you will be able to use ftp to access the php files where you will be able to edit them in which case the installation documentation would make a little more sense.
