PHPauction (GPL version) modification needed

I need some custom modifications to PHPauction, the GPL version. I need it so anyone can bid not just members, with some safe guards, such as i need their IP recorded and avalible to the admin. I need to verify their email address this can just be where they say they will bid say $5 and provide an email address, and their bid isn't submitted until they click an link in the email that is sent to them. And if this causes problems I need it to where I can turn of guest bidding, I also want a featured auction section on my homepage which is an option someone listing an it item can choose then they have to send a price i set from the admin center via paypal and it would likley use IPN to verify payment and upgrade the listing to featured automatically but i need to be able to manually change that from my admin panel too. And i would like an iterface to add custom fields to the add listing page for other option that don't effect the listing but rather are non-listing related service they might be interested in, for example my auction site is auctioning domain names, i am offering domain parking, where they can park their domain on my server and if someone goes to their domain they can bid from that page, by posting the bid to a script which i will probably also need you to make. Also a buy it now "fixed price" option instead of or in addition to bidding. Finally when a user wins the bidding, it needs to be setup so they send the money via paypal to me then once i can verify the domain has been tansfered to the winning bidder i will send the money to the seller (minus my fee which I will list on my site)

I know this sounds like alot, but if you have the time, and its not too expensive, as i am on a fixed income, that would be great, i can also work out if you like a system to pay you off by giving you a percentage of what i make on my site for a period of time, or whatever we can work out.
