Well for an instant development environment for a windows pc, you can't go past downloading phpdev from www.firepages.com.au
A good source of links to lots and lots of resources is http://www.sitepointforums.com/showthread.php?s=&threadid=18699
Have fun :)

You can also check our PHP FAQ's in the FAQ forum.

A lot of people tend to ask this question, as is for .asp. I think it that a thread like this would be a prime candidate to become set as 'sticky', like the 'protecting your source code' thread in the General forum.
Just a thought.

The thought has been already considered by myself. :)
When I get some free time I will compile a list of useful links to PHP tutorials consisting of general PHP stuff and more specific topics and incorporate it into the FAQ's.
