balancer-manager in Apache/2.2.21 shows "Service Temporarily Unavailable" error

    Hi,

    Thanks in advance.
In my project we have to integrate load balancer technology for that we have used Apache/2.2.21 httpd load balancer which worked greatly on Windows having no problem in starting, stopping and restarting load balancer. http://localhost:80/balancer-manager link was also displaying details properly.
Here 80 determines the port which is specified in Listen in httpd.conf file.

In Fedora Linux also we have used same Apache/2.2.21 httpd load balancer, it was having no problem in starting, stopping and restarting load balancer,
but when I hit http://localhost:80/balancer-manager link it was displaying following error message

    "Service Temporarily Unavailable"
"The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.
Apache/2.2.21 (Fedora) Server at localhost Port 80"

I have changed the port from 80 to 8081 or some other port in httpd.conf file but all efforts in vain.

Plz help me in solving this problem.
    I'm in great need.
Plz some one help me on this to sort out the problem

    Thanks & Regards,
    Santosh
